Terms of Use
Effective August 4, 2026 · Easton Utilities Commission
About these terms
These terms apply when you use the MyAccount customer portal and mobile app (the “portal”) provided by Easton Utilities Commission. By creating an account or using the portal, you agree to them.
These terms cover the portal itself. They do not change the terms of your utility service, your rates, or any separate agreement you have with Easton Utilities Commission — those continue to apply on their own terms, and control if they conflict with anything here.
Who can use the portal
The portal is for Easton Utilities Commission customers and the people they authorize to act on their account. You may only access accounts you are entitled to access, and you must give accurate information when registering.
Your account and security
- Keep your password, passkeys, and any two-factor codes to yourself. Activity through your login is treated as yours.
- Tell us promptly if you believe someone else has gained access to your account.
- We may suspend a login we believe is compromised, or that is being used to access an account it does not belong to. Suspending a portal login does not interrupt your utility service.
Payments
- When you submit a payment you authorize us to charge the card or debit the bank account you selected, for the amount shown before you confirm.
- Any convenience fee is shown to you before you confirm, and is charged in addition to the payment amount.
- A payment shown as submitted here is not the same as cleared funds. A payment may still be returned by your bank or card issuer, which can leave your utility account unpaid and subject to whatever charges your service terms provide for.
- If you enroll in automatic payments, you authorize recurring charges for your balance on each billing cycle until you cancel. You can cancel in the portal at any time. Cancel well before your due date — a draft already in progress may still complete.
- Payment posting is not instantaneous. Allow time for a payment to appear on your utility account before assuming it has not been received.
- Card and bank details are handled by Authorize.Net, our payment processor. We do not receive or store your full card number.
Refunds, adjustments, and billing disputes are handled by Easton Utilities Commission, not through the portal. Contact us at (410) 822-6110.
Paying without an account
The portal may let you pay a bill without signing in, after confirming your identity with a one-time code. The payment terms above apply in the same way. We are not responsible for a payment applied to the wrong account because incorrect account details were entered.
Notifications and paperless billing
If you turn on paperless billing, you agree to receive your statements electronically instead of on paper, and it is your responsibility to keep a working email address on file. Some notifications — alerts about your credentials and account security — are sent regardless of your preferences, because they are how you find out about unauthorized access.
Acceptable use
You agree not to:
- Access, or try to access, an account you are not authorized to use.
- Interfere with the portal's operation, or attempt to defeat its security or rate limits.
- Use automated means to scrape or bulk-extract data from the portal.
- Use the portal to break the law, or to submit false information such as a fabricated outage report.
Availability
We aim to keep the portal available, but it may be unavailable for maintenance, or because a system it depends on is unavailable. The portal is provided on an “as is” basis, without warranties of any kind, to the fullest extent the law allows.
Never rely on the portal to report a life-threatening emergency. If you smell gas, see a downed power line, or have any emergency, call (410) 822-6110 or 911 immediately.
Limitation of liability
To the fullest extent permitted by law, Easton Utilities Commission is not liable for indirect, incidental, or consequential damages arising from your use of the portal. Nothing in these terms limits any liability that cannot be limited by law, and nothing here affects your rights under applicable consumer-protection or utility regulation.
Ownership of the portal
The portal, and its design and content, belong to Easton Utilities Commission or its licensors. You may use it to manage your own account; you may not copy, resell, or repurpose it.
Ending your use
You can stop using the portal at any time and ask us to close your login. Closing a portal login does not close your utility account or settle a balance.
Changes
We may update these terms. When we do, we will update the effective date at the top of this page, and material changes will be communicated through the portal or by email. Continuing to use the portal after a change means you accept the updated terms.
Governing law
These terms are governed by the laws of the State of Maryland, without regard to its conflict-of-laws rules.
General
If any part of these terms is found unenforceable, the rest continues to apply. Together with our Privacy Policy, these terms are the whole agreement between you and Easton Utilities Commission about the portal — but they do not replace your utility service agreement, which stands on its own and controls where the two conflict.
